City of Fremont Police Detention Facility

Allana Buick & Bers, Inc. (ABB), was retained by the City of Fremont to provide water intrusion investigation, reporting, and follow on services for leaks that were occurring at the Police Detention Facility, a recently constructed temporary jail facility.

Water intrusion throughout the concrete masonry unit (CMU) block walls and Exterior Insulation Finish Systems (EIFS) had created difficult living conditions for overnight detainees, potentially rendering the facility useless for its intended purpose as detainees would need to be transported a great distance to an area wide holding facility.

ABB reviewed original construction documents including plans and specifications; submittals; shop drawings and literature; maintenance information; and leak histories. ABB began onsite services with visual evaluations of the exterior walls and building envelope components that were the likely source of the leaks and interior locations where water was seen.

ABB then performed pressurized water testing with technical equipment to more specifically define leak locations. ABB focused on CMU walls, grout and mortar, EIFS, coping, sealants, flashings and foundations. The written report included documentation of field work, preparation of a list of observed deficiencies, a map of leaks and water stains, photos, recommended repairs, and a budget. Follow on services included recommendations for repair methods to seal the leaks. A combination of sealant, flashing repairs, and application of elastomeric paint completed the repair phase.
