Pinnacle Condominiums
Allana Buick & Bers, Inc. (ABB) was retained by the Rafel Law Group PLLC to provide forensic investigation and litigation support services related to balcony/deck and window construction defects at The Pinnacle Condominiums in Portland, OR. Following litigation, ABB provided architectural engineering and construction administration for a development-wide window replacement.
Originally built in 2004, the 127-unit Pinnacle Condominium Development consists of three buildings: a single story courtyard pavilion, an eight-story building, and a 14-story building situated over a podium courtyard with one level of below-grade parking. The building construction is pre-cast concrete, metal panels, stucco cladding, plus aluminum framed curtain wall and storefront systems, with various roofings systems, including a garden roof on each of the buildings.

ABB was retained to investigate and document construction defects at the building envelope and parking garage. We conducted an in-depth visual assessment of the building exteriors, including a drone survey, performed a variety of destructive and non-destructive testing, then meticulously documented and cataloged our findings.
Following our investigation, ABB provided litigation support. We prepared a recommended scope of work and cost estimate for the repairs, and attended mediation in support if the HOA. The preliminary defect remediation scope of work included leak repairs, window and terrace door replacement, structural concrete repairs at post-tensioned tendon pockets, new waterproof coating application at decks and slab edge, concrete repairs at unit deck guardrails, plus site work and horizontal waterproofing repairs. Post-mediation, ABB provided architectural-engineering, bids upport, and construction administration for the development-wide window replacement. During construction, we conducted periodic site visits to confirm Contractor performance and compliance with the design documents.
