Oregon Public Employees Retirement Systems – Headquarters Facility

Allana Buick and Bers, Inc. (ABB) was retained by Pinnacle Architecture to provide building envelope consulting services for the Oregon Public Employees Retirement System (PERS) headquarters building located in Tigard, Oregon.


Constructed in 1996, the State of Oregon’s Public Employees Retirement System (PERS) headquarters building is a three-story brick building totaling approximately 63,000 square feet. A 2019 facilities condition assessment found that the expansion joints and flashing systems were failing, and possible water intrusion was occurring. The PERS Agency wanted to understand the current condition of the building in order complete building repairs.


Teaming with Pinnacle Architecture, ABB performed an investigation of the roofing, cladding, air barrier, waterproofing and fenestration systems. Once the condition of the building was understood, the design/bid/build project got underway. The construction duration lasted approximately 18 weeks. During the construction phase, ABB worked with the project team to provide reviews of the submittals, requests for information from the contractor, and performed construction observation site visits to review contractor performance and compliance with the construction documents.
